BUDGETARY CONTROL
|
|
| The Commission must administer the Department within the budgetary controls and rules established by the City. There is little freedom on the part of a commission, a bureau, or office manager to deviate from the established budget although some flexibility is possible in meeting changing needs. The budget system used by the City has evolved over the years to incorporate innovations in budgeting theory. It has become a modified program budget, comprising of elements of line items, performance, program and zero base budgeting systems. This system is designed to provide more flexibility to management in the use of personnel and funds.
Each Bureau Head, as well as the Secretary of the Board of Public Works, can best explain the budgetary situation for their operation.
